Redundancy and bosses job?

Hello - I am at risk of redundancy at the moment, and my boss has just announced he is leaving.
His job will appear on the list of available jobs at my business, and I am welcome to apply. It is a step up, but not an unrealistic one.
Is the business obliged to put me into the role, or can they recruit externally and then still make me redundant?
