Is there a way to use AmEx to buy foreign currency?

Hi all
Recently got my AmEx through and was looking to buy some euros for a holiday comming up. But I'm sure buying foreign currency incurs a 3% fee as it would be the same as withdrawing from a cash point?
I've linked my AmEx to PayPal and I am aware I can buy vouchers in store.
Is there any way I can buy foreign currency and not incure the 3% fee?
Looking to max out the 5% cash back on the first £2000 in the inital three months offer. This would help a lot.
