Exactly when will I not need to pay tenant fees (letting agent fees)?

So the Tenant Fees Act is what means that from 1 June 2019, Tenant Fees will no longer be allowed to be paid. But how does this work if I want to move into a new place on, say, 1 June? Will I still pay tenant fees because they were demanded before 1 June? Or will the fees not apply because the tenancy starts 1 June?
It seems as though it's the latter - that fees won't apply to tenancies starting or renewing from that date. But, with less than 3 months to go the government still hasn't issued guidance so it's not clear. Does anyone else know?

From June 1st, there will be no fees charged. Prior to that there will be. It's literally that simple.

I have no idea what area of the country you are in however in the area that I live rents have started to go up and talking to letting agents it would appear that this is potentially linked to the "no fee " introduction in June.
Dont assume that if you wait until june to move that rents will not have gone up a little to make allowances for no fee.in S 38 T 2 F 50

I live in the South East (Sussex). Am monitoring prices and am seeing more houses being reduced than going up at the moment. What I am seeing is some absolutely horrendous tenant fees though. As a former bankrupt (albeit I am fortunate enough to earn a good salary) I am likely to need a guarantor. When you add guarantor references on, fees are often between £500-750 which is pretty disgusting, particularly at the top end of that scale.0
