FarTrade Practice - Scam?

I registered with the fair trade practice for PPI claims and they only managed to find one instance of £109 with a credit card lender.
They have said that the award has been kept by the lender and put towards the 'outstanding balance'. The card account was settled in July 2005 and has been closed since.
However now the fair trade practice have sent me quite a nasty letter asking for their fee of £27 (25%) despite the fact that I never received a penny from them. The letter outlines various additional charges and fees that they will apply if the invoice isn't paid within 14 days.
Am I legally obliged to pay this, given that I didn't receive a penny?
Can anyone give me some advice please?
I can pay the £27 but really resent being taken for a ride and wanted to get the views of others please as I was under the impression that I would only pay fees on monies returned to me...
I have spoken to them and expressed my thoughts, but was told that I either pay or they will pursue this via legal routes...
All leaves a bit of a nasty taste in my mouth to be honest

Then you shouldn't have employed them.
Anyone with outstanding balances owed to any company can have any money from a successful complaint applied to those balances.
Did you tell them this when you employed them? They are also obliged to make you aware that if this is the case, you can end up having to pay them without seeing a penny of any redress.
If you did and they did [in their T&C's] then yes, you have to pay them, becuase you employed them [to do something you could have done yourself for free]
This is one of the reasons that no one on this forum will ever advise anyone to use a claims company
