Interested PCN from HX Car Park Management

Hi All
One of my friend got a PCN from HX Car Park Management, he appealed to them and of course they rejected the appeal.
HX said in appeal rejection letter '' we are member of IPC & BPA, which are Accredited Trade Associations, we are able to request data from DVLA.'' and offered only IAS appeal service.
My friend declined the invitation to appeal to IAS and asked HX as a member of BPA to provide POPLA code but HX replyed '' Whilst we are a member of the BPA, we are accredited by the IPC, which is why external appeals must be done through the IAS.''
How they are a member of both IPC & BPA? and could complain to BPA and DVLA for not providing POPLA code?

This is explained in the NEWBIES. There are different levels of ATA membership, but only membership of the Accredited Operator Scheme allows access to the DVLA.

as above , they are COPORATE members of the BPA but subscribe to the AOS service by the IPC, so a member of both but choosing the dark side for the CoP and appeals etc
your "friend" needs to read that NEWBIES thread more carefully, as this is a very , very old topic0
