Golf club subscriptions

Hi all, (unsure which section to post) just received notification of golf club fees. As expected the annual fee is increasing, now I've no complaints regarding the increase as the course has clearly benefited from extra work this season plus the subscriptions have remained static for several years. Historically there has been an annual paid up front fee, a quarterly option costing more then a monthly option costing more again. This all appears to me to be fair and reasonable. This year however and blaming new FCA regulations they claim to be forced into raising the upfront fee quite considerably to match the highest monthly fee.
Anyone explain the logic behind this thinking?

Don't forget that the bills have likely increased along the lines of inflation (staff costs, utilities etc)This year however and blaming new FCA regulations they claim to be forced into raising the upfront fee quite considerably to match the highest monthly fee.
How is a golf course subject to FCA regulation?
I wonder if they are misinterpreting the consumer credit act. However, if the debt is spread over a period of a year or less then that doesn't apply.I am an Independent Financial Adviser (IFA).
