NCP parking charge notice issues

Hi,

I parked in an NCP car park in Exeter on 11/02/19. At the ticket machine I pushed the necessary buttons and entered my card into the card reader. The card reader thanked me for my payment, and said I could remove my card. No parking ticket was issued, and crucially I pressed no when prompted if I required a receipt ...... my bank has not withdrawn any funds, so I have no proof that I'd attempted to pay. I have now received a parking charge notice that states if I have not paid in full within 28 days further recovery action will be taken to secure payment.

I again parked in the same car park last week, but this time obtained a receipt for my card payment .........again no parking ticket was issued and the payment hasn't been withdrawn from my account. I am now potentially going to receive a second parking charge notice.

Any advice welcome. As an aside, they have spelled my surname incorrectly on the PCN -would this have any outcome on any future proceedings?

    Facts of any situation mean little to the likes of NCP. They just want more money out of you.

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.

    Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    The problem become so widespread that MPs agreed to enact a Bill to regulate these scammers. Hopefully, this will become law by Easter .
    You never know how far you can go until you go too far.

    Send your evidence and story about this proof (well done on the second event, proving the scam!) to Steve Clark at the BPA to investigate what NCP are playing at with those machines:

    Make it a clear complaint and show him the PCN(s) and your proof of the receipt 2nd time round, and ask how many other poor locals have been similarly scammed and will he investigate and tell NCP to refund everyone?

    Meanwhile send the NEWBIES thread template appeal online to NCP, as keeper.

    DO NOT talk about who was driving, not even in the complaint to Steve Clark.

    No 'I' or 'me' unless you qualify it first by saying you are the registered keeper and an occupier of the car who paid at the machine, but the driver WILL NOT be identified.
