Escalate complaint regarding default date to whom?

I'm disputing a default date in regards to water. I lived in the property between 2010 and 2014, but the water company have dated the default sometime in 2016 as they didn't report to cra's until that date.
I've gone through the internal process, I've gone through the consumer council for water (they agreed with me, but they have no powers apart from mediating).
Should I now be escalating to offwat or FOS?
