Cant defrag or system restore?

Hello, hope someone maybe able to help.Have gone to do disk defrag this morning as i normally do once or twice a week and was given the msg MMC cannot open the file C:\WINDOWS\system32\dfrg.msc.This maybe because the file doesnt exist etc...So i thought i'd click on help and support in my start menu and that isnt working.So i then thought, i know i'll use system restore but when i click on it all i get is a white box with no info inside.As you can guess i'm no expert on computer prob's. Everything else seems to be working fine.I would be very grateful for any advice . Thanks

If that was me i would click on start then run ,type in sfc /scannow with the gap between c and / and just let it run.0

Thanks imho, have done that. how ever when it finished it didnt say anything was wrong or right?Problem is still there. still get the textMMC cannot open the file C:\WINDOWS\system32\dfrg.msc.This maybe because the file doesnt existand system restore will open but its just a plain white box???any other suggestions? thanks0

Have you tried system restore in "safe mode " ?
And this
try booting using to safe mode by pressing F8 as
the system boots and then select to boot to the "Last Good Configuration".0 -
