Do you think someone could retire to Colombia, or any other South American state, buy a property outright, so no mortgage or rent, and live off the £164.35 UK state pension? Or are the living expenses too high?

Colombia was actually rather expensive when I lived there, so I got a cost-of-living allowance. The really cheap countries are in Asia: India and the Far East. However, remember that the NHS would not cover you there and once you factor in the cost of decent medical insurance the numbers don't really work out.

Some friends of mine have moved to Malta.
There is a reciprocal health arrangement (I don’t mean just the emergency one) and I believe the tax rate is low (15?)
I will be following how they get on.

164 pounds a week is 656 pounds which would be about 2million 624 pesos a month, if you own you property outright are single you should be able to live comfortably off that amount , but taking into account you would need to have health insurance. And you pension would not rise every year,

Quite fancy that myself. Though will do Europe as well.
Any particular parts of USA? We go every year but only to DisneyWorld and Universal
    Need to broaden my horizons.:)

We have a house in FL and I am resident there (for the USA). It is where i pay tax from, and where i vote.

We hope to travel to other areas on occasion, Napa Valley being one place on my list.
