16 postcards scanned and reduced onto sheet A4

Briefly - a friend of mine has a set of 16 colour postcards which he needs scanned, each image then reduced, proportionately, to around 50mm X 30mm and arranged and then printed out in a 4x4 grid on an A4 sheet. Once scanned and printed out, he would be ordering 200 A4 colour copies.
He cannot do it at home as he does not have a scanner. Is this something he could get done at a commercial copy or printing shop and anyone any idea of likely cost?

He can probably scan for free at his local library.A kind word lasts a minute, a skelped erse is sair for a day.0

Surely it would make sense to ask a physical print/copy shop whether they can do the scanning, reducing, composing and printing of the final copies for a reasonable price? I doubt if it's an activity that many people have had done themselves so the professionals are the best people to ask.0

Well I have been out and asked two local copy shops and nothing doing. They will scan in standard A4 images and put them on a CD or memory stick but do not have any interest in scanning and resizing 16 postcards to fit onto an A4 sheet.0

2. Use the local copy shops to scan and put on CD/mem stick and then your friend can do the rest of the work (reducing etc.) at home0 -

A printshop rather than a copyshop is what you need, unless there is copyright issues?

I recently bought a separate scanner for a similar project and am very pleased with it. It is easy to disconnect and put away if you don't have room for it all the time.0

I have an app called ‘Office-lens’ on my android phone.
I took a photo of a postcard and sent it to my Microsoft ‘One Drive’ account.
Office lens cropped it and I found I had to reduce the original to 66mm x 45mm to get 16 images on a single A4 page (Landscape orientation)
Many online photo print shops offer a collage service, but finding an A4 size was not easy.
A3 would print 32 images.

Does your friend own the copyright of the postcards - or have the copyright owners permission to copy them?
A commercial copyshop/printer may well refuse to get involved with this because of the potential copyright issues.
And obviously, doing it in the library and/or buying a scanner won't get around copyright law.
If the 200 copies are to be widely circulated, it increases the risk of somebody raising the question of copyright.0
