Cost to re-wire 2 bed flat?

I'm looking to purchase an upper ground 1 bed flat in a victorian house conversation. I plan to relocate the kitchen to make a lounge/dinner and convert the kitchen a second bedroom.
The place needs re-wiring and I was wondering if anyone could give me a guide as to what kind of cost I could be looking at within the M25?
New consumer box
2 x Bedrooms - 3 double sockets, main light and switch
Hall - 1 double plug, 2 x light switches, 3 down-lighters
Understairs cupboard - 1 x light and double socket
Bathroom - Boiler point, shaver point, extractor fan, light and switch
Lounge area - 4 double sockets, 8 downlighters, 1 main light, 3 switches
Kitchen area - 5 double sockets, 1 main light, under cupboard lighting, cooker point on radial, extractor, 3 appliances, 2 light switches
There is no access from the flat above or below.
If I were to get all the floorboards up and chase out is this likely to make a big difference?

Excluding materials I guess between 3-4k. This is a very rough guess and I'm no electrican :-)
You also need isolators for the kitchen appliances .
Make sure your most used sockets have USB ports in it .0
