Can I claim PPI?

Having seen Martins show this week, I decided to have one last think re PPI. I know many years ago I had car loans and whilst I do keep paperwork for years, these are going back to 1986-1993. I’ve checked and I no longer have any. However, back then I kept a diary so I know when I purchased the cars, from where and who the loan was with. I can’t see these on the list though. They were -
Nissan - General Guarantee Corp Ltd
Toyota - Chartered Trust
With the info I have, can I claim and where do I start?

No you can't complain, these are pre-regulation sales (regulation started January 2005) so they don't need to consider them
Sam Vimes' Boots Theory of Socioeconomic Unfairness:
People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.

Car dealers were not regulated until January 2005. So, these are long before regulation.I am an Independent Financial Adviser (IFA).
