Like an idiot, I parked here one Sunday - empty carpark - bought an hours' worth of parking and appear to have stayed for an hour and 25 mins. Photo evidence at car park entrance/exit.
The PCN arrived this morning; having read the newbies thread, I observe that it's not a "golden ticket" and that it is a "keeper" notice.
Relevant date/times on the PCN:
Arrival 17/2 10:43:14
Departure: 17/2 12:09:03
Date issued: 23/2/19 [27th today, snail mail...]
"Parking charge is discounted to £60 if paid within 14 days of the date issued: 09/03/2019"


I have the parking ticket still, which shows that I bought the ticket at 10:45.


Do I have a scooby of a chance at appeal, being over the 20 min rule? If so, would one of you kind people point me at a starting point?

    Your case is not cut & dried, but you have a scooby at POPLA stage, by using template appeals from the NEWBIES thread (first appeal to PE is on post #1, and POPLA appeal templates are in post #3).

    You could potentially win at POPLA if PE don't provide evidence of landowner authority. If they do, then I suspect you'd lose at POPLA, and PE would be asking you for the full £100 so that's your position - a £40 gamble to avoid an unfair charge.

  • You need to edit your post to remove details of who was driving. It isn't for our eyes only as PPCs do lurk here too.

    You need to read the NEWBIES thread, specifically the part about sending an appeal (in Post 1 on the NEWBIES thread).

    Also, ping off a complaint to the landowner to see if they can get it cancelled, and also complain to your MP.

    Neither Google nor a quick ring round local businesses have given me a landowner. I don't see the point in paying the Land Registry fees. Any better ideas?
