Any current accounts you can open without having to provide paper ID?

Relative has a current account he does not want to switch but wants to open a new current account online with a different bank.
The process needs to be as simple as possible, ideally without having to provide paper ID. Opening savings accounts are no problem as they use credit reference agencies for ID, do any banks do the same? He does not want an overdraft facility.

RBS/Natwest will attempt to verify customers electronically, however, should this be impossible, paper ID will be requested.0

Most banks first attempt to ID you via CRA/Electronics
Only if they cant find you do they ask for copies.0
