PCN issued by Northumberland County Council

Firstly let me apologise if this is deemed to have already been covered, I have however searched the forum and hope you can bear with me as the similar instances I've seen answered unfortunately don't fill me with confidence in as much as none seem to contain what the final outcome was.
Firstly the facts, we were issued with a PCN by Northumberland County Council for being parked beyond the bay markings in a free car park, code 86. We cannot complain about this as we were, driving a long motorhome we had to take up two bays. I'd quickly checked the notice as we were driving in to see what the position was re this but didn't see anything specific so assumed it was OK. Unfortunately in doing so we hadn't parked all four wheels within one bay which was possible. Thinking at time was it wouldn't matter as motorhome length was going to prevent anything else being able to park in bay behind. So I'm assuming there is no real appeal here?
Now for the possibly complicated part and the part I've seen no conclusion to in the other threads that have been posted along similar lines. We live in Scotland, so putting aside the presumption Northumberland County Council may have us bang to rights in as much as we were parked beyond the bay markings can I SAFELY ignore any further notices from them in pursuit of any penalty?
Having read through some of the previous threads I see England and Wales have introduced The Protection of Freedoms Act 2012 (POFA) giving PPCs the ability to pursue vehicle keepers if the driver's identity is not known. In Scotland I have previously had a PCN cancelled which was issued when my son was the driver but the company concerned pursued me as the registered keeper. I pointed out I wasn't the driver and the only people I had to give driver knowledge to was the police. Eventually they stopped chasing me but I see it's possible in England following the strict guidelines prescribed by the act. My specific question here is if they were to comply with the act can I as a resident of Scotland be forced to give the drivers name? If not is it safe to assume they wouldn't pursue the matter any further?
Also if this went to an English court, can a CCJ be awarded in an English court and subsequently enforced in Scotland by debt collectors?
I think in addition to any advice via the forum what I'm really looking for is anyone Scottish based who has had a PCN issued in England under similar circumstances to advise what the outcome was of ignoring follow ups requesting payment of the PCN.
All help/advice will be greatly appreciated.

You have made several mistakes. Firstly POFA doesn't apply to council tickets. They have their own rules. Secondly this won't result in a ccj. This is a traffic penalty and whilst it may go to court (if you don't win a tribunal or pay it) it won't give you a ccj. You might get baliffs turn up if you don't pay though.
Thirdly the blue lettering is awful and difficult to read. Fourthly this is a forum that deals with private parking tickets not council ones.

It’s a shame this didn’t happen after the end of March, as from that date it’s not only parking offences that the Scots can bet away with, it’s actually any and all crime at all, as English jurisdiction will simply not apply to scotchmen who make it back over the border.
I’ve family in Branxton who are so concerned about the effects of this in terms of cross-border raids that they have taken to re-reading the tactics and buying in the pikes used the last time this happened in 1513 to prepare for the worst.0 -

If Branxton's anywhere near York tell em to get their !!!!!! over there, I saw some Vikings with the very things and should still be about the town today
Wouldn't worry too much about Brexit, rate Theresa's going at we'll all still be under their jurisdiction by the time I'm in my pine box!

Nope not at all, someones opinion is their opinion only and that was obviously not what I thought you were getting at.
