Euro Car Parks PCN & POPLA - please advise

Hey folks, reaching out for your help to guage whether this appeal is 'winnable' - apologies if all this has been covered before but reaching out in despair/desperation. Here is a snappy timeline:
£100 is A LOT of money for me - can anybody suggest what my options are please? Should I write to POPLA? Any references/links/advice will be sincerely appreciated.
- 1 - ECP (Euro Car Parks) PCN issued on 11/11/18. Location: Cinema @ Walsall Waterfront, WS2 8DD. Letter contained snaps of the vehicle entering & leaving (time-stamped) along with photo of the Pay n Display board (date-stamped from April 18).
- 2 - I genuinely did NOT see the board upon entry - there's a sweeping road leading into the car park with no indication / barriers upon entry of a pay n display setup.
- 3 - Contacted the Cinema politely asking to intervene but they refused citing the boards are visible & its out of their hands.
- 4 - Appealed to ECP via their website on 26/11/18 with a template from post #1 (thread 4816822) and got an email reply 33 days later on 29/12/18 with a POPLA code.
- 5 - Did nothing as I was abroad: final Notification Letter from ECP received on 22/02/19
- 6 - Sorting this out today (25/02/19) but the POPLA code doesn't work (error: The number you entered is not valid, Please try again). Did I have 28 days appeals time which I've missed?

If you can prove you were abroad, POPLA might let you have 7 days to submit a POPLA appeal.
If not, then ignore ECP like everyone does who misses POPLA, or loses.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

So people ignore POPLA or Lose and still ignore ECP ? How does that work0 -
It always has worked with ECP, because they don't sue anyone. They just send letters.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
