    I use open office.
  • I would also suggest taking a look at Open Office or LibreOffice. Both are decent free Office suites that work on several different operating systems. You should be able to use either to generate LibreOffice posters and adverts.

Any of the free "Office" programs or online services should do this.

That's assuming that by "online" you mean that you want to end up with a single image file or PDF. If you actually mean something that is properly coded for the Web, then things are more complicated, and we will need to know what the ultimate destination of the ad/poster is.

I use Google Sheets, MS Paint or Paint.net depending on the requirement.

Word processor would be my first choice. For something a bit more complicated would use paint.net, and use its layer function

Once you have a document, you can scale it with Rasterbator, or the more preferable Posterazor

Even the basic paint included with windows will do what you need.
