Overflow Pipe for water tank.

Hello folks,
Due to having a few leaks I had to get part of loft opened up that was sealed years ago, when we built an upstairs bathroom.
Well leaks are sorted out I hope (mice eating plastic water pipes) but I just noticed today that what I think is main water tank overflow pipe has a break in it, probably two separate pipes joined together that somehow has become unstock, god only knows how many years it has been like that, pipe does lead over back door of house where overflow pipe can be seen from outside.
So I take it I should get this sorted out asap.
1 Can I also ask if small tank for central heating should have an overflow as well (plumber says there is a small tank for this as well) but I don't see any overflow for it outside of house.
2 upstairs bathroom toilet is connected to mains supply to fill it up, could this be a problem and should it only fill up from upstairs water tank?

1. In my loft all the tank overflows are joined together & only 1 pipe sticks out through the fascia.
2. No problem.Tall, dark & handsome. Well two out of three ain't bad.0
