The only way to get a building regs certificate for a boiler without one is to have it decommissioned and completely reinstalled by a Gas Safe registered installer. Regularisation simply by inspection is not available. But for your own purposes a routine service would confirm that it was safe and working properly. I think it could only still be within the warranty period if it is a Worcester Bosch. And even if it is a WB the lack of registration and probable lack of regular serviciing have probably invalidated the warranty. I wouldn't fret too much about the paperwork though. If it's a fairly new boiler which works and is safe then you are unlikely to have any really expensive problems with it.0

As above: the lack of GSR reg will have immediately invalidated any warranty offered on the boiler. Which on a 2 year old install would probably have been at least a 5 year period. Adjust your offer accordingly, and have it serviced.No free lunch, and no free laptop0

We've had our survey report back and the surveyor has mentioned that the boiler is a Biasi gas condensing boiler. He has also picked up on the fact that it hasn't been inspected.
Having looked at the survey, "lazy" things have cropped up with regards to the bathroom that was fitted such as old pipes being left uncovered and the gaps around the new pipes not being filled in on the external walls, The downlighters over the bathroom have also been installed under the insulation with no protection which again appears to be a silly mistake but also potentially dangerous.
so all of that just reinforces my thoughts about the boiler being installed as a foreigner.
I've spoken to our EA on Wednesday about asking for a gas safety check on the boiler and chased again yesterday but as yet had no response. I just want to know the boiler is safe before we exchange/complete. The warranty side of thing's isn't a concern so long as I know the boiler isn't installed in a dangerous manner.
Ultimately if they start playing hard ball and refuse to get it checked (we have offered to pay the costs) then I think we will have to re-consider our offer or refuse to exchange unless they get it checked, Would i be unreasonable if I wen't down that route?

Most unlikely that the vendor will agree to a safety inspection, because if it's found to be dangerous, then the RGI will by law have to disconnect it.

I am a bit concerned that given they know it's been fitted in such a way by a friend that this will stop them getting it checked. Ultimately I think if they do refuse to get it checked then we will just have to reduce our offer in line with the cost of getting a new boiler. We've already spent the best part of £1000 on fee's and survey's which i don't want to throw away but at the same timeI really don't want to be moving in having paid near enough to the asking price to then have to fork out £1500 on a new boiler just because our vendor decided to do a bodge job. Feel like were gonna just be stuck with it.0
