PCN Fine No Longer Live in UK

Hi,

I received a PCN from a local council in March 2018 and I appealed against it as I wasn't at fault (my opinion). Obviously they replied with the standard "We don't accept your appeal" spiel and several emails have been exchanged regarding my appeal which they won't accept. Then May 2018 came which was when I emigrated from the UK, so I no longer reside in the UK.

Do I need to pay this fine?
If I come back to the UK will this affect me in anyway if I were to buy a house for example?
Do they just write this PCN fine off or is it there indefinitely till it's paid off?
