UKPS Ltd - PCN Appeal rejected

Hi,
I received a PCN letter in the post from UKPS Ltd (based in Leamington Spa) and follwed the information on the NEWBIE thread for making an appeal via email. I've today received another letter from them regarding my appeal (if someone can let me know how to upload an image to here I'd be grateful, as I can't figure out how to make the image into a weblink?!) which although doesn't seem to outrightly state that the appeal has been rejected, it get the impression that it has...
I also didn't ask them any questions in my appeal, so this appears to be a template from them...
The driver had parked in a "Permit Required" carpark & observed there for 16 minutes going by their time stamped photographs.
They are now saying that as the driver will not be named, then the PCN will fall to the registered keeper.
Is there anything that can be done now? What are the next steps? Pay or wait for a court summons...? They seem to be on the ball with their response times compared to some of the cases I've read on here, so I'm worried that this may quickly get escalated to a court summons...
Any help/advice would be greatly appreciated!

use a broken weblink by changing http to hxxp, its that simple , ideally use tinypic or similar for the host
you have not read anything on here about any "summons" , because this is a civil matter and no "summons" is issued at all, NEVER
an MCOL may be issued, which is for civil disputes, but no "summons"
the PPC has 6 years to issue an MCOL
IPC member, so no popla and dont bother with the IAS
you are at the impasse stage where its IGNORE everything EXCEPT an LoC and/or an MCOL in the post
bear in mind there was no contract to park (forbidding signage) if they didnt offer any parking contract, so its trespass and only the landowner can take that further and win (unlikely)
this may end up as a court case, which you defend on the legal arguments0 -
Have a read through some of the UK PS threads on the board to see how others have got on. There's a fair few kicking around.
As Redx said, you can ignore everything except the LoC. If you want to understand a bit more about how that process works, have a read of the NEWBIES thread, post #2, which covers the court process. Is this the UKPS that are in the BPA AOS or the IPC?
You just ignore that reply and if a BPA firm, you wait for your POPLA code.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
