We have the lights, as well as new switches. I even said I would do the mounting of the lights myself. The quote should just be for running the wires from lights, drilling holes, and connecting new switches.

In my opinion the issues you have is that the job is too small - Most electricians will consider 1/2 day a minimum job - Travel, talk to customer, get tools out, prepare invoice, chase money etc etc.
I would consider this acceptable for 4-5 hours work, no materials.0 -

You all appear to be missing the material fact that it sounds like these luminaires have not even been wired yet, which means that substantially more work is required to fit them.
I really can't see that the OP offering to mount the luminaires is going to save any money either.0 -
