Indigo fine, no NTK, ZZPS letter

Evening all.

12th Dec 2018 at Redhill station, the driver parked in what they didn't realise wasn't a marked space. The driver paid for a day's parking. This can be proved.
The driver returned to find a £60 PCN - 'not correctly parked in a marked bay'.
Came home, looked here, resolved to ignore until NTK arrived in the post from Indigo.

Wednesday 20th feb, a letter from ZZPS arrives (dated 13th Feb) - a debt collection notice to recover a £170 unpaid debt.
Again, came here and researched what to do next.
(Meanwhile, the registered keeper is having kittens about their blemish-free credit rating being ruined.)

To our knowledge, no NTK has arrived at this address. The registered keeper would definitely have noticed and not ignored it!
The PCN happened on 12th Dec, so more than 56 days ago.

I am unsure what to do next - a thread on here advises not to engage with debt collection companies like ZZPS, but equally, we have heard nothing from Indigo.
I feel like I need to let one of them know that we have received no NTK within the 56 day limit of the fine being given, and therefore we will not be paying anyone anything, but which one should I contact?

Can anyone help me please?

    It is not a fine.

    Complain to the BPA and DVLA that the scammers have gone straight to powerless debt crawlers without issuing a NTK. Send a copy to the scammers.
    Point out in your complaint that this is happening more and more with parking companies managing to lose more post than any other industry.

    Send the blue template appeal to the scammers anyway adding a one liner that you consider the debt crawler letter to be the NTK as it's the first you have heard about this alleged event, and that byelaws apply so the keeper isn't liable anyway.
    It will time out after six months when it becomes statute barred.
    This assumes it is a railway station where railway byelaws apply.

    Complain to your MP about this unregulated scam.

    Opinion is divided about whether to bother with ITAL, but read plenty of other Indigo threads about ITAL so you know.

    No paying it. This will time out after six months.

    Confirm the address on the V5C to make sure that it is correct & that the NTK has not been sent to a former address. This is the most likely cause for an NTK going astray. We normally advise to appeal a windscreen ticket as the keeper at Day 26. Read the Newbie Sticky & never ever reveal the identity of the driver at a railway car park.

    Amazingly ZZPS managed to use the correct address but Indigo didn't - wonder how that could have happened? (Rhetorical question!)

    I'd guess that indigo wrote to a former address from DVLA V5C information, while ZZPS will have done a trace?

    or Indigo did send an NTK to the correct address & it got lost in the post or binned. The RK needs to send Indigo a Subject Access Request to find out what happened.

    We received a letter from QDR Solicitors dated 7th May requesting payment of an unpaid £182 parking fine. We can safely ignore this now, correct?

    Tell them to stop processing your data and delete it immediately.

    A recent tactic is that they reply saying it is now a contractual charge. Chopping and changing between penalty and contract charges is a big no no.

    If they do this report them to both the DVLA and BPA. If enough people do this they are likely to get their DVLA access suspended.
