ZZPS debt collection letter

Hi,
Just looking for some advise. Got a fine in the post recently about an unpaid fine which I knew nothing about until I received the letter. It is from ZZPS who informed me I had an unpaid bill and that I now was in debt to the tune of over £150. How can I pay a bill if I know nothing about it. Out of principle I haven't paid because this was the first letter from the company. How can I be in debt when I haven't been given the chance to pay. The client is Civil Enforcement LTD. The car park belongs to a restaurant and when the driver called them they refused to be of any help and said it was nothing to do with them despite the fact they own the land. They just kept referring me back to the debt collector. Incidentally the driver live in Scotland so the driver is not sure if the rules are different up here.
The driver was out with a work colleague having been visiting patients and stopped in the carpark to get a coffee. the driver stayed with the the car the whole time the car was in the car park while the drivers colleague went for the coffee and a cake. The driver and passenger was there probably around 5 minutes. Today another letter was received - (notice of intended legal collection) over the sum of £150 if the driver doesn't pay within 14 days stating they will pass this to QDR solicitors which could lead to legal action. A text was also received today saying the same thing. Th driver is assuming the DVLA gave them the mobile phone number which is a disgrace. What should the driver do?

But you see these idiots are saying "if the driver does not pay" .....
The DVLA don't know who the driver is, the ZZPS morons don't know who the driver is and CEL don't know who the driver is ??
The DVLA do not give out phone numbers. If they pester you just block them because you cannot be dealing with sewer living morons like ZZPS.
So. no talking to any of these idiots, just wait to see if CEL do anything ... trouble for them, they don't know who the driver is0 -
The driver should do absolutely nothing. It's nothing to do with them. Presumably the powerless debt crawlers have contacted the keeper, not the driver.
If the keeper lives in Scotland and the alleged event took place in Scotland, then the keeper should ignore everything unless they get real court papers just like it tells you to do in the sticky thread for NEWBIES.
The Keeper should complain to their MP about this unregulated scam. This really is the only way this scam will ever get stopped.
