Want to appeal against CE PCN

! Good morning,
I have been issued a PCN issued by CE Ltd for parking in one of their car parks at a local hospital while attending a physio appointment. The appointments are usually weekly before 5 pm; on 24 January my appointment was after 6pm. When I arrived the car park was already dark and it proved difficult to read the instructions concerning the charges; the ticket machine in particular was not lit. The car park was empty except for my car and that of another patient and neither of us could make out any need for a ticket as it was after 6pm. In fact, on checking the machine in day light after the PCN arrived, I discovered that from 6pm through to the start of the next day the fee is a flat £1.00. The PCN I have received directs that I pay £60 within 14 days or £100 within 28 Days or further action will be taken. I haven't taken action until now because I was away when the notice arrived and only picked it up this week from my mate. I consider the fine is excessive and that as the ticket machine was not fully lit I have a reasonable case to have this PCN cancelled.
Does anyone agree with my thoughts?
Can someone please direct me to the MSE Template I have read about to enable me to appeal?
Any other thoughts would be gratefully received.

    Try complaint to the hospital PALS and cite the NHS parking rules about PPC's. Request strongly that they have the PCN cancelled. See HERE.
    Contracted-out car parking

    NHS organisations are responsible for the actions of private contractors who run car parks on their behalf.

    NHS organisations should act against rogue contractors in line with the relevant codes of practice6where applicable.

    Contracts should not be let on any basis that incentivises additional charges, eg ‘income from parking charge notices only’.
