Sorry, I misunderstood how you'd bought the property. I assumed you'd been offered the discount due to being a key worker, or a new build offer or something along those lines and so had bought a property that was new to you hence the nightmare neighbours being unexpected!
I still stand by the take home message in my original response though. If your neighbours are making your life a misery then 5 years is an INCREDIBLY long time to be stuck living there and I speak from personal experience when I say that your mental health is priceless and also fragile, easily damaged and very difficult to repair. If your choice is between being stuck living there for 5 years or cutting your losses and selling back to the council then I would seriously consider the impact on your mental health. Only you can decide if being on the property ladder a few years earlier is worth the mental toll.
It's also worth bearing in mind that whilst paying a mortgage is cheaper than paying rent, you do also become liable for repairs to the property (and in the situation of owning a flat, this included the communal areas and you may have little to no control over when these repairs/property maintenances are performed/charged). We have been factoring in around £200 a month for routine property repairs and maintenance (not including improvements) for our house based on advice given on various websites.
