Hmmm...what's the worst that can happen?
A CCJ at the address, in a name of someone who you say doesn't exist. That CCJ will not affect you, and the PPC can't ask the DVLA now for the keeper's details.
So I would do nothing.
What you don't want to do is reply telling them the real name of the keeper...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I suspect the same thing; my only concern is if they do finally decide to double check with the DVLA then my name will crop up and they'll realize they've messed up. In that case I think they'll try and charge me for the full amount and it'll go to court as I'll refuse to pay for their legal costs incited from their own mistake.0 -
They can only ask once per event for keeper details from the DVLA.
And then only within six months of the alleged incident.0 -
