Report dangerous driving!

Just done this for the first time, M25 anticlockwise between J10 and J9, mid day today a Renault Zoe was in the outside lane doing a steady 50mph, lots of cars came up behind him, flashed and then undertook him. i was behind him for a couple of miles flashing but he, a young man, did not move over.
By the way the (new?) speed cameras on the clockwise side flashed so I presume someone will get a fine.

What is the relevance of the flashing cameras? Those cameras only cover that side of the road.
With regards to lane hogging, yep happens far too often, m25 is bad for it, personally I find the a13 just inside the m25 to be worse.0 -

Who do you want to report for Dangerous Driving, the undertakers? More chance of them being done for it than the lane hogger.0 -
Since when is lanehogging a DD offence? It can be argued to be a Driving without due care offence, but not a DD offence.0

Going by charging standards I'd agree, however 50 in the outside lane if the motorways running at 70 ignoring clear signals from other road users forcing them to pass on the left is far below the standard expected.0
