Where to go now? Appeal rejection letters were never received by the keeper

Yes I have spent the last week reading NEWBIES thread, but still don't know where to go from here. Unfortunately, I appealed to First Parking LLP for x2 PCN'S consecutive days (before I discovered this forum) letting them know the driver :-( I had an email reply 2/11/2018 asking for proof of payment of ticket (just one of the PCN's) which I duly supplied. I never heard any more.... Until x2 Letters from NDC Ltd dated 22/1/2019 demanding £140 per PCN. I wrote to NDC notifying them of the above, including proof of payment, sent postal signed for. They then wrote back 11/2/2019 including x2 rejection letters from First Parking for x2 PCN's telling me they will be pursuing the debt owed. one day later, x2 more letters from NDC Ltd Notice of Intended Legal Action and County Court Proceedings. I have tried the POPLA codes in the rejection letters, but obviously too late for those, as I hadn't originally received them. I have even tried just paying the original PCN - too late (transferred to Debt Collection). First Parking LLP have never corresponded via post, they have only ever emailed requesting proof of payment. No further contact was received from them. Where do I go from here please.

If your initial appeal(s) was/were turned down and your POPLA code is out of date, you are in WAIT mode and will be waiting for LBA/LBC/LBCCC followed by real court papers. In the meantime read NEWBIE thread post # 2. Does the PPC have your correct address for service - maybe this why you have not received anything by post. Have you moved recently and not updated your V5C with the DVLA? Debt collectors can be ignored. NEWBIE thread post # 4 refers.0

The whole industry is a scam, relying on threats of court, and the public's ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.
Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Second Reading in the Lords this month, and, with a fair wind, will l become Law later this year..
All five readings are available to watch on the internet, (some 7-8 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers. Thank you for the replies. This is a hospital car park. The PCN's were received, as the keepers vehicle is logged with First Parking LLP as having a staff permit (permit to park at the local multi storey and ride a 20 min long, free bus to the Hospital). The keeper paid to park as its a public car park.
The appeal to the First Parking included reasons for requiring to park there, e.g. taking in blood forms. Their reply was to provide proof of payment but referred to only 1 PCN. Proof of payment was supplied and nothing more was heard. The only correspondence with FP llp was via email. The only postal correspondence has been from NDC ltd.0 -

Are First Parking holding the Registered Keeper liable under the Protection of Freedoms Act 2012 (Schedule 4) - there will be a PoFA warning which commences 'You are notified under paragraph 9(2)(b) of Schedule 4 ..... '. And a further paragraph which commences 'You are warned that if, after 29 days from the date given ....'?
2. How did they acquire your email address?
3. You should email the DVLA and ask which organisations (and for what reason) accessed the registered keeper's data from them between a range of dates which includes the date(s) of the parking incident(s). You need to provide the registered keeper's full name and address, the address on the V5C logbook and the Vehicle Registration Mark of the vehicle involved in the parking incident.
