Window PCN in December, still no appeal outcome, NTK or POPLA code

Hi,
So I have been lurking around the forum for the last 2 months (thanks for the advice so far!) but thought I should make my own thread now to check I'm making the right move at this stage - apologies if I'm being dense at all, it's my first time...
Back in mid December, a PCN ticket from Wing Parking Ltd was left on my vehicle. I appealed the ticket as the registered keeper online on day 28.
On the 22nd Jan I received an email from Wing Parking stating "Please find attached the response of your recent appeal" attached was a PDF which stated
"...Thank you for your recent correspondence regarding the above. Your appeal has been
received and will be processed shortly.
In the meantime, as you have not provided details of the driver, it may be necessary for us
to serve a formal Notice to Keeper upon the registered keeper of the vehicle. If that is
deemed necessary, separate correspondence will be sent at a later date and the issue of
the Notice to Keeper does not affect the appeal process in any way, it would merely serve
to make the keeper legally responsible for any outstanding charges that may be due at the
end of the appeal process if the appeal is not upheld at any stage..."
No mention of an actual outcome...
No further email correspondence or letters have been received from wing parking.
No notice to keeper letter has been received yet.
I have received a letter from ZZPS Ltd dated 4th Feb (these are the kind you ignore, right?) stating:
"your unpaid PCN has been sent to us because your appeal has been rejected, and the appeals process has been completed"
It shows some extra admin charges have been added and mentions they will have to issue letter before action before they make legal proceedings, if repayment isnt made in 7 days they will pass the matter to their solicitors with instructions to look at issuing legal proceedings (incurring an additional 36 quid) etc (can supply a redacted photo of this letter if its at all helpful to see the full blurb but i'm guessing you know exactly the kind of letter im on about)
So...
Is my next move to email Wing Parking to state that "i need an outcome to my appeal and, if unsuccessful, i need a POPLA code from them"? And then to wait for that response and moveon to POPLA?
This seems like the logical step, but i wanted to check with the experts to make sure I wouldn't be shooting myself in the foot somehow.
Additionally:
From my reading of this forum, pepipoo and the internet in general, I think there are a couple of points that could help me at the POPLA appeal stage, am i thinking along the right lines?:
- They haven't stuck to the rules in BPA code of practice section 22.8:
They haven't communicated appeal outcome within 14 days (or 35 days after seeking additional info from motorist - i haven't heard from them since their email on 22nd Jan so they've not looked for any additional info from me.)
- ...or section 22.12
Haven't given details of how to appeal to IAS i.e. popla appeal and popla number
- section 22.12 again
Having passed on to ZZPS who wrote to me on the 4th Feb, they therefore haven't waited the 35 days from appeal rejection to re-start debt recovery.
- somewhere under the protection of freedoms act (i've lost the link where i read it exactly)
No ntk received yet and the time has now lapsed where they could claim keeper liability??

I would email the BPA AOS tonight with a complaint about the lack of an appeal refusal & popla code, the referral to ZZPS whilst an appeal is ongoing and enclose copies of all paperwork (after checking your spam box for any refusals and popla code)0

People have got a POPLA code.
However, with WING, they are different as you'll know from reading any other Wing threads. There is a middle step of appeal to the Housing Association/Council, where you needed to repeat the template appeal, not saying who was driving.
Are you saying that this second step was not made available?
POPLA is the 3rd stage, with Wing.
Push the BPA to investigate why not, and NO saying who parked the car at all.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
