Is a motorbike a vehicle .... ?

I have looked through stickies and threads and am sorry if this has been answered elsewhere
My daughter has had a ticket put on her motorbike from UKPC for not displaying a parking permit at a block of flats (she was visiting her brother who does actually have a permit she could have used...)
The signage says
"Failure to comply with the following at any time will result in £100 Parking Charge being issued to the vehicle's driver
All vehicles must be parked only within marked bays.
A valid parking permit must be clearly displayed at all times."
Is she liable, since it is a motorbike ?

Yes, it is a vehicle, but how/where do you display the permit? We bikers always had problems with paper tax discs getting soaking wet and the ink running before their sad demise ....0

On day 26, of course, not ''NOW'' for the online appeal. Diarise it.
The issue of motorbikes being unable to be expected to display a permit, has been covered on loads of threads before.
Search the forum for 'motorbike' (ADVANCED SEARCH - THIS PARKING FORUM ONLY).
Here's one of many, this one went to court (he won of course, as we do!) but you can see how important it is to avoid that with a canny appeal from the KEEPER (not driver) on day 26:
