I also have evidence that CEL do not actually have a contract with the NHS Trust where I park, and also that the signage fail to meet BPA code of practice requirements. If I was to put this into my defence would it help??0

I have not yet acknowledged it online,
Both very easy and explained in the NEWBIES thread.
Then come back and show us your draft appeal, we will help when we see it, and yes, that's also as easy as adapting bargepole's example concise defence.
That's what the NEWBIES thread is there for, to focus people on what to do and to stop new threads asking: ''help, I haven't a clue what to do'' which we just can't handle.
You defence please. The ball is in your court, you know what to do and how.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I have sent off the A0S, I have made a SAR request and I have also written to my local MP who has sent a letter to the hospital SLT. I am now trying to write my defence. Please advise on what I have already written and anything further that I should include
DEFENCE-Lack of Landowner Authority -Civil Enforcement do not have a
contract with Pennine Acute NHS
Trust.
BPA Code of Practice compliance-Evident from the site signage that
CEL fail to meet BPA code of conduct requirement.
I pay monthly for a parking permit which is deducted out of my
wage, as the use of a car is essential to fulfil my role.
This parking permit was clearly displayed in the car. I liaised in person with the car parking attendant and explained my situation, and he advised me to put a note in the car windscreen which I did with the parking permit.
A parking charge notice I received dated 26/03/2018 was the first
correspondence I had from them. The original incident date was
11/01/2018 and PCN issue date was 19/02/2018. When I checked the
notice online it stated that an appeal had already been made at
the end of January. I sent a letter dated 03/04/2018, saying that
I had not been given the chance to appeal the original parking
notice. I also telephoned the company and was told that it had
ben appealed already. Therefore I have never been given the
chance to appeal.
I have until 18th March at 4pm to submit this. Thanks in anticipation for your help.0 -

Didn't you do it online - as described in post #8 above?
If not, I suggest you do the AoS online as well, to ensure it is accepted in time.0 -
Yes it has been done online.0
