Weird fuse box

Options
Moved into a 1960s build late 2017. The previous owner did an extension and because of the new electric circuit had the fuse box replaced and modernised. This was signed off and checked by the the relevant people. The problem is when I turn off the breaker to the lounge lights it also turns off the upstairs lights. Obviously this is not right. Is there just a problem at the box or could it indicate something wrong with the wiring throughout the house?

    Nothing wrong with that except the breaker should be labeled to say what it controls. Some small properties have 1 breaker for all the lights, most have 2. Usual split is upstairs / downstairs, but half on each floor means you still have some light on each floor if one circuit has a fault.
    Mr Generous - Landlord for more than 10 years. Generous? - Possibly but sarcastic more likely.

    Houses aren't always wired with upstairs and downstairs circuits. Our house is front and back.
    One circuit is kitchen, hall and 2 front bedrooms and the other is lounge dining room and the 2 back bedrooms. Yes I know it seems weird but our kitchen is at the front. The lounge is at the back because it has beautiful views across the Cheshire plains.

    The only thing that’s not right is the label on the breaker.
