This may be true. In fact the original IS already a certified copy of the register entry so does not need further certification!This^^
I know several dozen solicitors who are perfectly happy to certify photocopies.
If they weren't, much of the country would grind to a halt.
I suspect the authorities know this and don't enforce the copyright.0
