Indigo window ticket - too late to appeal?

Hi all,
THIS IS AN INDIGO TICKET.
I've read the newbies thread and lots of others too - however, there are a few bits which do confuse me still/or just that I'm a bit unsure of, so I would just like to double check. I appreciate that it's been said before that all cases are reasonably the same etc, but again, I was confused by a few things and would ideally just like to feel a little more confident in what I'm doing - so again, really sorry I know the forum is busy but I would really appreciate the help as this is causing me a lot of worry and grief!
Driver received a window ticket from Indigo breach code 1 - not displaying a valid ticket or voucher, ticket was purchased via the Indigo app but was 40 minutes after parked (so after the 20 minute grace period). This has then resulted in purchasing an off-peak parking ticket instead of a peak parking ticket. About £2.00 difference.
Driver ignored the window ticket and waited until received letter in the post titled "Overdue Penalty - Notice to owner. Following receiving, sent the blue text initial appeal in the NEWBIES sticky and copied and pasted this into the online appeal box. On letter received, there is nothing on there about appeals, only how to pay.
After sending the newbies sticky, heard back via email from Indigo where they've stated - that the keeper is responsible, and that the chance to appeal has been missed. Q. Was under the impression that driver was meant to wait until I've received the notification via post, but turns out by doing so we've now missed the chance to appeal? Does this change anything? Funnily enough the letter came through my letterbox a week after the date on the letter.
Lots of posts mentions about getting a POPLA code but I'm uncertain about my next steps as I'm not able to receive this due to missing the chance to appeal, or because this is a genuine penalty notice as for that 20 minute gap where the ticket was received, this was genuine something where driver was in the wrong. Email received states "Please note, POPLA do not adjudicate on Penalty Notices and therefore a POPLA code will not be issued due to this and due to the fact the appeals time has passed." --> I read on a previous thread that - Anyone refused a PoPLA code should complain to the BPA and the DVLA, quoting the Alternative Dispute Resolution Act 2015 that states that ADR should be available for not less than one year. If this is the case, can I have some guidance with this? I'm really confused.

There is no POPLA with these penalties now.
There is ITAL but we have not seen enough outcomes to say whether to bother or not, and in your case you paid late so I wouldn't put that evidence to ITAL.
Just ignore them, calm down.

Assuming that I’m meant to play the ‘pong pong’ as I’ve seen before with Indigo. Is this by email or by post? If by post, do you know where the address can be found? What types of questions am I meant to ask? Would I put the return address as the keepers address or the driver at the time? (Assuming the keeper, as we don’t want them to know the driver, right?)
You’ve mentioned that POPLA is no longer necessary in these types of cases - what is it meant by “these types?” Meaning, all or? Sorry, I’d just like to ensure that I fully understand everything.
And lastly, what does ITAL mean? This abbreviation isn’t mentioned in the newbies abbreviation glossary bit, and when I google it, it just tells my about Italy..

The whole industry is a scam, relying on threats of court, and the public's ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.
Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Second Reading in the Lords this month, and, with a fair wind, will l become Law later this year..
All five readings are available to watch on the internet, (some 7-8 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.You never know how far you can go until you go too far.0 -

If they give you an appeal to ITAL, use it again at the end of the appeal window, so you drag out to 6 months.0 -
You could bung in at some point:
- a request to Indigo for a SAR, for all data held. That will keep them busy.
then separately,
- a response telling them you are seeking debt advice.
That second suggestion is a deliberate tactic, as under the PAP for Debt claims, IIRC they have to give you 30 days if you say that. Hi all - Just reopening this now. I've received a debt collectors letter through the post and an email from ZZPS and now I'm in a bit of a confused loop again.
When I appealed the ticket online, I received an reply back via email back from ZZPS (and not Indigo) is this correct? This mentioned that I was unable to appeal, and I have received a Penalty Notice. I'm not sure who I'm meant to be be sending emails to now? ZZPS?
If someone could explain to me what my next steps can be, that would be great.

Okay thank you, I'm glad the debt collectors letters do mean nothing. I do have one last question though.. I've looked myself a few times but cannot find a clear black and white answer so would massively appreciate if you can just tell me instead of directing me elsewhere - Am I emailing (ping pong) with ZZPS? They're the ones who've contacted me vie email..
