Boundary question

Our house and neighbours house to the right (when facing house) share a wall which divides our joining garages. We both have large drives. He has put an iron fence up which buffets up to the edge of the wall on our side. i would like to build a brick wall along this on the drive because they have an extremely large tree which sheds leaves and nut most of the year. Because he has gaps in his iron fence they all blow onto our drive causing us hours of leaf clearing every year. He ironically is left with hardly any. I csnnot build a wall all the way up because we wouldnt be able to open our garage door if we did because the wall would be right in front of it. The fence side is our responsibility. How can I resolve this because only way I can see is building wall up part of it which wouldn't look right. I have a feeling he put the fence over the boundary line but can't prove it.
