Switching but got a bill based on expected usage. Best to submit an actual reading before switching?

Just bought a house - hooray! I'm still on the rolling contract the previous owner was on - booo.
It's dual fuel, and they bill me based on expected usage currently. I called them: they said my tariff is ~£67/month. They could get me down to £62/mo over the phone - I said I'd shop around.
I've paid a bill of £39 to Eon so far based on assumed usage.
Going through the Cheap Energy Club (CEC), Green Energy Network quote £43/mo.
If I switch and DON'T submit a meter reading to Eon before I switch, and they've overcharged me, will they pay me back or will I have to chase them?
I'm thinking I should hold fire on switching until I'm home and can submit a meter reading, which is likely an over-estimate, and get some credit in the account, which... will be paid to me by cheque when I leave Eon? Or switched over to the new provider?
Also, do Green Energy network provide a smart meter?
My energy usage will be low: living alone, nearly never put the heating on, new build terraced house with elderly neighbours who whack the heating right up and warm my house for free! Plus I'm rarely even home. So, hoping for some credit from Eon!

You will be on the deemed contract of the existing supplier which is their standard variable tariff. Forget talk of Direct Debit amounts. You will pay for the energy you use from the opening of their account until it is closed. Hopefully you have submitted meter readings when your purchase was completed, and you will be asked to do the same when you switch tariff.
Eon will produce a final bill and if there is a credit you will be refunded. All straight forward as long as you have the correct meter readings submitted, and that you continue to do that with your new supplier.0 -

Hello BornThrifty and congratulations on the new house.
As PeterGr says, please let us have meter readings and we'll make sure we're charging you only for the energy you're using.
When you change provider, the new supplier drives the switch. They'll send us their opening meter readings. We'll use the same readings to close our account. These readings go through a third party who checks they're in line with previous readings held for the property. Sometimes they make a change and both suppliers need to use the amended readings. This makes sure the same energy isn't charged twice.
Once we have these readings, we'll issue our final bill and refund any credit balance. If there's a live Direct Debit, we'll refund directly to your bank within 5 working days of the final bill. Without a Direct Debit, a cheque will be sent within 10 working days of the final bill.
Should there be a debit balance, we'll collect this through a live Direct Debit about two weeks after the final bill. The actual date will be shown on the front page of the bill. Without a Direct Debit, the balance becomes due straightaway.
