Private Parking Solution LTD ticket and appeal

Sorry if I went wrong by side. Got the ticket from PPSL LTD.
I use standard form for appeal:
PCN number: xxxxx
I appeal and dispute your 'parking charge', as the keeper of the vehicle. I deny any liability.
There will be no admissions as to who was driving and no assumptions can be drawn, nor was there an agreed contract. Your signage terms fail the test of 'large lettering' and prominence of the parking charge, as established in ParkingEye Ltd v Beavis, which is fully distinguished.
Should you fail to cancel this PCN, I require with your rejection letter, all images taken of this vehicle & the signs at the location that day. Do not withhold any images or data later relied on for POPLA/court.
Firms of your ilk were unanimously condemned in 2018 as operating an 'outrageous scam' (Hansard 2.2.18). The BPA & IPC were heavily criticised too; hardly surprising for an industry where so-called AOS members admit to letting victims 'futilely go through the motions' of appeal and say on camera 'we make it up sometimes' (BBC Watchdog).
I will be making a formal complaint about your predatory conduct to your client landowner, as well as complaining in writing to my MP and ensuring that they are appraised of the debate where Parliament agreed unanimously: ''we need to crack down on these rogue companies. They are an absolute disgrace to this country. Ordinary motorists...should not have to put up with this''.
Formal note:
Service of any rejection letter/POPLA code and/or legal documents by email is expressly disallowed. All responses to me from this point on, must be made by post. Regardless of any MCOL online/email system, service of any court claim must only be made by first class post to the latest address provided by me.

BPA Code of Practice explains that when a vehicle is parked in a private car park, the normal rule is that the DRIVER is responsible for paying the tariff fee (if any) for parking, for following the terms and conditions which apply, and for paying any parking charges.
If you wish to give the details about the driver (name and current address for postal service) we will transfer the liability for the PCN, otherwise we will be able to pursue the registered keeper under Schedule 4 of the POFA act 2012.
When a parking contract is formed, it is based solely on the signage. The signage is sufficient to inform drivers that they are entering private land and need to be aware of terms and conditions once they are within the car park itself. This car park is controlled by Warden Patrols. If your vehicle remains in this car park or you fail to comply with any of the terms and conditions stated below at any time you agree to pay a £100 Parking Charge Notice, Tesco Customer Car Park, Vehicles must be parked within marked bays. I am satisfied that the signs do make it clear what the terms and conditions of the parking contract are and that the potential consequences of non-adherence to the terms have been made fully available.

Read the stickies/FAQs, all is explained therein and read this about the "game" you have agreed to play.
The whole industry is a scam, relying on threats of court, and the public's ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.
This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.
Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.
Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Second Reading in the Lords this month, and, with a fair wind, will l become Law later this year..
All five readings are available to watch on the internet, (some 7-8 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.You never know how far you can go until you go too far.0 -
If you have a PoPLA code, use it.
If not, wait until about day 40 then complain to the BPA if a PoPLA code has not arrived.

The reply either has a POPLA code on it, or it doesn't. You wait for the one that does.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The sooner you complain the better. Remember, complaining alone is not enough, you need to make it very clear that receiving a large penalty for simply shopping is completely unacceptable. If the occupant(s) of the car are regular shoppers at the store, emphasise that. If a fair bit of money was spent when the parking charge was incurred, say how much, if much money has been spent over months or years, mention that too. You politely but very clearly insist that they cancel the charge.
Sometimes the first complaint doesn't get results, in which case you go higher up, to the CEO of Tesco if necessary. Go for it and good luck.0 -

Silly thing to say .... so on that basis a passenger cannot pay. ???

TESCO:- No point in talking to store managers. they have no power
Go straight to the CEO, provide a receipt and request this is cancelled to assure continued business and customer loyalty.
You do accept spending money and then being scammed in their car park
