Leaking windows -fitted October 2017

Hi, I thought I'd already posted but it disappeared.
My new windows have a water boarder around the edges or around 2 inches, this gets worse in the rain. I've asked the fitter to have a look and he fitted a plastic ruler shaped thing about the worst window (My Dad was her, I was at work) and said it might stop the leak by drawing the water away.
Anyway, it's not worked and he's now saying that I have porous bricks and need to continually paint sealant on the house. The windows that he removed never had a leak or water mark around them, so I do not agree with this. He is adamant that he fitted them well, they are neatly done, but are much thicker than the old ones which he removed and sat on the foot bed of the old windows.
He is refusing to help now and said that I will need to pay again to have them taken out and re fitted as I have done some research and it seems that they are now too far forward and falling water has nowhere to travel to and is being drawn behind the brickwork. It's quite upsetting really and I think I'm going to need to take him to Court. Does anyone have any suggestions about who could assess it? I really don't believe that there is anything wrong with the brickwork like he is suggesting as there have been no problems up until this.
Thanks in advance

You say the fitter, did you buy the windows and then employ a fitter?0
