Holding my items for payment?

I paid for a design consultation from a Jeweller for a necklace for my wedding I was told this paid amount would come off the total if i went ahead. This was 35 pounds for an hour but it overran - however nothing was mentioned about further funds for it and it was not stopped at the point of the hour. I fully intended to proceed so left some personal items to be included in the work with the designer. The design and price were sent over to me and it was too high. I asked her to alter the design by simplifying it (with the materials she had already priced) and send me a new price. There was no mention or request for further funds. The new price arrived however - through personal circumstance i can no longer afford the item. I have asked her to return the personal items i left with her to me via post which i would pay the cost for. She's now asking for a further amount of money for the time spent "redesigning and sourcing items" even though additional funds were not mentioned and I hadn't confirmed i was proceeding with the piece or paid deposit to do so. She is now holding the personal items i left with her until I pay her this money? Can she do this? These items are family items and were not purchased from her. Surely if the work she did isn't covered by what she charged me this is her issue not mine if she didn't pre-warn me, discuss with me it would require further funds or ask for funds first?

I don't think she can hold your items hostage, no. However, you have mucked her about a lot.
