Highview Parking PCN Response

Hello ALL,
SO i have read all the threads re: highview PCN and rather than post in ne of those it was suggested thatI post a new thread. SO here goes :j
On the 12th Jan this year THE KEEPER went tesco to do bit of shopping @ around 2pm. THE KEEPER only lives less than a mile away so in often for there end of day deals etc or when THE KEEPER needs something. KEEPER makes numerous trips to the store a day! On this partiqular day THE DRIVER also went in the evening around 7pm to the cash machine (we use the same car).
Low and behold on the 22nd of jan 2019 THE KEEPER got a highview PCN through the letterbox. THE KEEPER was shocked to say the least and immediatly went to tesco and complained to the store manager. THE KEEPER told me that although the store manager heard the complaint and stated she would do somthing and not to worry BUT she didnt actaully take any details off the keeper!!! Naturally i was fuming and wish I had been there to go with the keeper.
I then scoured this forum for any and all details. Came accross all those posts that stated to copy ALL the blue text (thats what was suggested time and time again, hope that wasnt a wrong move?) to send to the online appeals which I did.
Immediatly got a generic reply that the online appeal had been recived.
So yesterday I got a reply and it was:
What do I do now? I certinly dont want to be giving in my name as I was driving the second time @ 7pm I even have proof via my bank statement that I went to the cashpoint at that time (times match) and the keeper is an avid points collector so going though the points with the clubcard team can probarbly confirm that the keeper was there @ 2pm... BUT !!!!!!
what can i do? how do these cowboys get away with such things? Is that response from hieghview even legit?

Just wait. They know they can't win at POPLA so are hoping the driver drops themselves in it.
When they realise they aren't getting a name they usually cancel the ticket.0 -
Ignore their fishing scam and await either a cancellation or PoPLA code.
It's as simple as that.
Just don't fall for the, please, please make our scam easier by blabbing about the driver's identity.
You should edit your post as well to remove information about who did what. Only ever refer to The Driver and The Keeper, even on here.I married my cousin. I had to...I don't have a sister.

UKPC started this "we want to know who the driver is" rubbish and I guess Highview are copying them now.
They only know who the registered keeper is ...... IT STAYS LIKE THAT
Highview normally give up with a template appeal but if they want to play hardball, wait for them to send a POPLA code
Complain to the CEO as it's Tesco to get this cancelled

This is just their desperate attempt to confuse people who use the template, and trick them into thinking they must give the driver's details.
No doubt some complete numpties do reply!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I also received a notice from Highview as a NTH (although titled NTK) as the lease company has passed on the keeper details.
I received no extra paper work with this and replied to Highview using a template by Edna Basher re hire vehicles. Crossed my fingers, but today received this 😡

The Notice in question was issued without invoking the Protection of Freedoms Act.
In accordance with the DVLA and BPA rules, PCNs can be issued up to seven months from the date of the parking contravention.

I was not contesting the time frame, I contested quoting Paragraphs 13 and 14 in Schedule 4 and the lack of enclosed docs with the NTH.
No POPLA code given.
Please can you tell me if I should ignore completely or reply back drawing attention to Paragraphs 13 and 14 again and ask for a POPLA code?

1) Obviously, dont hijack other peoples threads. You start a new one. You agreed to this when you signed up
2) DOnt bother. Theyve told you they are holding it for 14 days. If they STILL then dont send a POPLA code, deal with it then.0 -

Why not confuse them and name both drivers, giving precise times of each entry and exit. Also, complain to your MP.
Nine times out of ten these tickets are scams.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.You never know how far you can go until you go too far.0
