Car insurance questions

Right so here goes and sorry for the long ish post.

my car was in an accident in jan.
the third party has claimed liability thought ford accident management
the car is 6 months old with 6600 miles on the clock (Ford Focus ST3)
i paid£ 27K for the car and have it on a PCP deal

as of today the car has been wrote off and i have been offered £23400 from the assessor.
My insurance has a new for old clause.

So on to the questions
Can i claim on my insurance to get a better value? given the new for old policy
its the first offer should i hold out?
I don't have Gap insurance and the dealer in all fairness never explained it to me. But in an effort to process the paperwork i just signed where required ( i know bad idea right)

Is there anything further i can do?
