Electric light flashing when switched off.

Have just noticed that when the electric ceiling light is switched off, one of the elements of energy saving light bulbs, flashes every 4 seconds, continuously. We can only see this when the room is dark (apart from street lighting). It doesn't happen with any of the other rooms/light bulbs.
Have just moved into this house and it was rewired just before we moved in.
Any ideas?

RENTING? Have you checked to see that your landlord has permission from their mortgage lender to rent the property? If not, you could be thrown out with very little notice.
