I believe (info gained from someone in DWP) that they keep them for as long as they need to.

DWP can share the info with Inland Revenue and local council benefit offices. this is to combat fraud. I should imagine that they can share information with any relative government agency.
    1. As Government moves to more joined-up working, and the information sharing that is needed to support this, we will be exploring how we might provide citizens with more information about which public sector bodies hold information and what they use it for. This acts both to reassure citizens and to support public service effectiveness in enabling people to play their part in ensuring that information held about them is accurate and up-to-date.

I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
