To me the active savings facility would be useful if you could hold spare case from your S&S ISA in it. To me it has no other use, it isn't the difficult to open accounts directly.

On occasion I've seen HL have a slightly higher rate for a 1-year deposit than you could get by applying directly. But agreed, it doesn't make sense to sacrifice 0.25% of instant access return just to save a few minutes on a direct application.

Its crazy that HL are not differentiating themselves by offering these savings rates as combined Cash+S&S ISA products. They just need to change their software and they would become significantly more attractive to many people.
