Extractor Fan

In our new house, the kitchen extractor is a recirculating one. And it seems to be doing very little. It probably traps grease but does nothing with regards to condensation when cooking. Outside you can see a previous hole where an old extractor once was, I'm not sure how it lines up with the location of the new hood. Anyway my question is, how much would you estimate it be to vent the extractor fan outside, if a new hole was to be created. Also, what should be done with regards to the old gap? It just appears to have been stuffed with newspaper which I don't assume is the correct procedure.

If you want to use the old extractor hole, the cost will depend on what's in the way between your current extractor and the outlet. I take it they don't line up, and the old was abandoned when the owners remodelled the kitchen?
If you want to create a new hole in the wall, the time and cost will probably depend on the construction of the house.
What to put in the old outlet will likewise depend on construction and how closely you want it to match0
