This is the early correspondance from BPA dated 4th March:
Further to your correspondence please be aware that the operator will approach the DVLA if they have reasonable cause to believe a breach of the advertised terms and conditions of the site have occurred. That is the reason why they have gone to the DVLA.
It is not our remit to dispute charges, but I note you have advised that the appeal was not responded to, with that in mind, I have contacted First Parking LLP on your behalf to establish more information and will revert to you in due course.

I would reply to Jo and ask her what steps the BPA will be taking to actively ensure that F1rst stop making it a condition of appeal that the driver's name is provided/ Canclling one PCN does not cut it, and this is a pattern seen with F1rst on other cases too, and when sussed by someone who isn't they sought-after weak victim with deep pockets and anxiety, they cancel:

Your two can't be the only ones, and F1rst might well continue to breach the CoP, so ask Jo what she & Steve Clark are doing to stop this, and what sanctions have been applied (she won't tell you, but it's about putting pressure on and not accepting the cop out).PRIVATE 'PCN'? I went back to BPA and asked the question, this is their response:
The operator is aware of the situation and in this instance, it was a matter of ensuring that the staff member who handled the appeal was aware of the correct process and procedure. Sanctions are issued should an operator fail to rectify a breach when identified. All sanctions issued are published on our website, but we do not give individual details.
It was worth asking and it was what I was expecting to be honest. I'm just glad the whole thing has been cancelled and we have nothing to pay. My MP has received a letter from FP LLP, but is about a month behind the resolution of the case. I will be writing to inform them of the outcome as a matter of course.
