Replacing vinyl wetroom floor with tiles

Hi,
We have a wetroom that was built for the previous owner four years ago. They used vinyl with a non-slip surface to cover the floor. (I assume it was because the previous owner was a wheelchair user, and the floor had to meet such regulations.) Anyway, this rough, non-slip vinyl surface is a nightmare to clean! So, we'd like to get rid of it and have the floor tiled. The floor is approximately 2x3.5 meters. One of the quotes we got was £4,400, not including tiles, trims and grout. Is this reasonable?
Is this a job that really requires a total replacement of the floor (new wetroom shower tray, new wastes, new pipework, plywood floor, removing toilet, radiatior, etc.)? Or is it much simpler than that, and a tiler could do it?

Yes, full floor removal, walls should also be tanked and all joints overlapped
