cash isa with no cash

i opened a fixed rate cash isa this tax year but did not pay into it in time. Can I open a 2nd cash isa this tax year?

The comprehensive answer is complicated, but the simple answer is:
You can open as many as you like... as long as you only pay into one...
except where a single provider has 2 products and allows contributions to both in the same tax year, for example IIRC Nationwide.0 -
thanks for quick reply. Everywhere you search it says you can only open 1 cash isa per year, but no mention of whether you have paid anything into it. Thanks again.0
